If you are able to get ACDSee to open, go to Tools->Options, then scroll down near the bottom, select ACDSee Indexer and untick "Auto Index folders or images when computer is idle for" It may be necessary to uninstall and reinstall the 2015-2019 Runtime versions (both 32 and 64 bit) to rule out possible corruption of those runtimes, but I would wait off doing that until you get some advice from ACDSee support. But then.after a long night of scanning my thousands of images, I found that if I tried to start it, it would open the splash screen, then disappear for about 10 seconds, then the main screen would come up for 5 seconds or so.then it would crash. The first day or two I only played with it a little and it seemed to work fine. I was looking for something to replace both ThumbsPlus (which I've used for many, many years) and Adobe Lightroom (also a multi year user). I purchased ACDSEE Ultimate 2021 a few weeks ago based on it scoring pretty highly in a number of reviews.
